NS&I ANNOUNCES MEDIA PLANNING AND BUYING TENDER

NS&I (National Savings and Investments) has today put its contract for media strategy, planning and buying services out to statutory tender. An advertisement will appear in the OJEU (Official Journal of the European Union) on Wednesday 19 September 2007.
 
The OJEU notice invites potential and prospective bidders to apply for a five year contract. The successful agency will be required to work closely with NS&I’s above and below the line agencies.

The required service includes, but is not limited to:

• Media strategy – integrated across offline, online media, ‘out of home’
• Media planning
• Media buying – including TV, press, radio, online and new media
• Search engine marketing
• Online affiliates

NS&I is committed to developing long-term relationships with agencies that are able to demonstrate their ability to work in a collaborative environment. Therefore, agencies may bid for the provision of all or part of these services, either as a single entity or in partnership with other suppliers.
 
Tim Mack, NS&I’s Head of Marketing and Communications stated:

“Our recent work has proved extremely successful at reaching new and existing customers and has led to record sales. We are looking for agencies that can build on this success and help deliver our new five-year strategy.

“The media planning and buying tender will be followed shortly by five year statutory tenders for advertising and direct response marketing.  NS&I are currently drawing up shortlists in conjunction with the Central Office of Information (COI).”

The successful agency will help to deliver NS&I’s  new five-year strategy -  ‘NS&I adding value’ which includes  raising  the profile of the NS&I brand and the improvements to its products and services while reducing the focus on Premium Bonds for the business as a whole.


NS&I

The tender process


An OJEU (Official Journal of the European Union) will be published shortly, with interested companies asked to respond by 26 October 2007. As a government department, NS&I is required to operate a strict procurement process. The OJEU notice states that NS&I seek to procure an agency to provide media planning and buying services and this would be for a five-year period.
