THIRD PARTY PARTNERSHIPS MANAGER

14 January 2004

National Savings and Investments, the Treasury-backed savings provider, has this month appointed Jim Hilliard whose role will be to seek out, establish and maintain mutually beneficial partnerships with third party organisations through which NS&I aims to promote its range of savings and investments.

Hilliard, responsible for NS&I client account management for third party partners, joins National Savings and Investments (NS&I) after four years at Visa International where he was responsible for partnership management in the UK and Ireland. Prior to this, he spent eight years at Lloyds TSB.

This is the first time National Savings and Investments has appointed a specialist to establish and maintain third party retail partnerships and is part of NS&I's developing medium-term business plan to promote and, ultimately, retail its range of 100% capital secure savings and investments to potential customers.

These include Premium Bonds, which enjoyed a renaissance in 2003 with sales of over £7.5 billion; many other unique tax-free and inflation-beating savings and investment products; and NS&I's Guaranteed Equity Bond, the six issues of which have sold around £500 million since March 2002.

Commenting on his appointment, Jim Hilliard said: "National Savings and Investments is a highly progressive and growing financial provider and it is essential that we develop partnerships and build alliances with other organisations. We have a very strong and successful relationship with the Post Office® and we will continue to develop this link.

"However, as we grow, we want to provide existing and potential new customers with more opportunities to access information about our savings and investments.

"We will be seeking to establish partnerships with a small number of first-class retailers in various sectors. These could include supermarkets, national petrol retailers, major stores, other banks and building societies or leisure organisations, among others.

"It is an exciting time for me to be joining National Savings and Investments and I am looking forward to the challenge of seeking out strong partnerships and building alliances with selected third parties. We believe we have an attractive proposition which would appeal to other retailers."

Currently, customers can save or invest in many of National Savings and Investments' accounts, bonds and certificates over the counter at Post Office® branches, as well as by post, over the telephone on 0845 964 5000 and online at NS&I's website www.nsandi.com.

Jim Hilliard, 37, lives in Kent with his wife and nine-month-old son. He enjoys tennis, football and gardening.
